  • Målet är att krossa Hamas i Gaza

    Som NYTimes skriver ovan tror jag angreppet mot Gaza av Israel handlar om en enda sak. Att krossa Hamas som organisation. Därför har systematiskt allt som kan fungera som regerings och civil infrastruktur för den faktiska regering Hamas är bombats sönder av Israel. Likt den amerikanska skola som sköts sönder med granater. Är inte medvetna angrepp på civil infrastruktur eller civila krigsförbrytelser? Israel har också specialtrupper inne i Gaza med målet att ’halshugga’ Hamas ledarskap om Times rapporterar om nedan.

    Inside Gaza, Israeli special forces of the Shaldag (kingfisher) and Duvdevan (cherry) units were tracking down leading figures in the military leadership of Hamas. Israeli military planners would like to “behead” the organisation without becoming entangled in a prolonged occupation.

    An Israeli airstrike yesterday killed Abu Zakaria al-Jamal, a senior Hamas military commander. Later, in one of at least 30 airstrikes on Gaza, 16 Palestinians including four children died when an Israeli jet bombed a mosque in Jabaliya.

    Målet att krossa hamas är heller inget nytt utan något Israel och USA arbetat för sedan 2005. Detta trots att Hamas uppreppade gånger gjort klart att man vill förhandla. Det är Israel som sedan 2005 vägrat förhandla med Hamas. Det var också Israel och USA som 2007 sponsrade en statskupp mot Hamas av den alltid så tjänstvillige Dahlan, dåvarande Fatah ledare i Gaza med vapen och pengar. Med om man ska tro amerikanska tidningar en direktkoppling till Eliott Abrams och de neokonservativa kring vicepresident Cheney.

    Att Hamas är en social och politisk rörelse som vann ett demokratiskt val och inte en grupp terrorister som tagit befolkningen i Gaza som gisslan tycks också ha försvunnit i mycket av media rapporteringen. Att använda terror som vapen är knappast det samma som att vara en terroristgrupp. Även Israel använder ju terror som vapen. När man skiljer ut ’terroristerna Hamas’ från ett angrepp mot vad som ipraktiken är en civil regering är det förstås också en medveten taktik somden Israeliska regeringen och dess vänner använder.

    Även de väststödda dikaturerna moderata arabstaterna  och förstå fatah ser gärna Hamas försvinna. Både Jordanien och speciellt Egypten skulle om helt fria val hade tillåtits haft Hamas ideologiska kusiner som regeringar.

    Vad de flesta media i väst tycks glömma är att Gaza under lång tid nu varit varit världens största utomhusfängelse under ekonomisk blockad av Israel. Med över 1 miljon människor på svältgränsen. Israelerna må ha glömt var ordet getto kommer i från men det är vad Gaza är och var. FNs rapport om läget i gaza som Juan Cole publicera kan vara värd att läsa. Det är mina understrykningar i den. Rapporten är från den 3 januari innan markinvasionen började.

    Det mest cyniska är dock att släppa uppmaningar till Gaza bor om att de ska fly innan markinvasionen börjar. Vart ska de om varit flyktingar i snart 60år fly till?  Israel? Egypten? Gränserna är stängda. Det är flyktingläger Israel nu bombar och skickar in soldater till.

    GAZA HUMANITARIAN SITUATION REPORT 3 January 2009 as of 16:00 Israeli military operations and heavy bombardment of the Gaza Strip continued into their eighth day. Violence As of 3 January, according to the Ministry of Health in Gaza, 432 people have been killed and 2,200 persons have been injured.

    On 3 January, the IAF continued air and naval strikes in all parts of the Gaza Strip, particularly North Gaza, Gaza and the Middle area, with airstrikes focusing on moving vehicles, residences, open areas, and former Israeli settlements. In addition to the airstrikes, the IDF has commenced shelling areas in Gaza up to and exceeding one kilometer from the Israel-Gaza border.

    At the moment of issuing this release, artillery shell fire has been reported from the eastern border to open areas in North Gaza, Gaza and the Middle Area. Increasing numbers of warning leaflets are being dropped, warning people to evacuate the targeted areas, exacerbating confusion and panic among the civilian population. The American School north of Gaza was directly hit and almost completely destroyed, with one school guard killed. In addition, at least three to five schools were damaged by Israeli shelling of nearby targets.

    Palestinian militants fired 20 rockets and mortars into Israel injuring 3 Israelis.

    Health According to WHO [The World Health Organization], many medical supply donations have entered the Strip in recent days, including through Rafah, and more are in the pipeline. The main challenge for now is how to catalogue and manage these supplies. WHO is identifying which individual items may still be needed, particularly in regards to medical equipment which is more difficult to assess.

    Intensive care unit capacity in hospitals is still limited and the lack of specialist surgeons remains a problem. Blood units have entered Gaza, bringing supplies to adequate levels. In addition to the Ministry of Health’s current central warehouse, UNRWA has identified a storage facility for incoming MoH pharmaceuticals. A logistical team of pharmacists and other staff are shifting supplies currently held in small storage spaces throughout Gaza to the new central warehouse for organization and inventory; all new medicines arriving will also be stored in this new warehouse. Three more storage facilities in the north, central and south have been identified.

    Since 27 December, 103 patients entered Egypt through Rafah for external medical treatment. Of growing concern are the 700-1000 chronic medical patients who had been receiving regular treatment in Israel and East Jerusalem each month. The existing referral system through Erez for these patients has been disrupted. Without electricity from the Gaza Power Plant (GPP), hospitals are operating on backup electric generators. These generators cannot be relied on to provide constant power to hospitals, and it is critical that fuel is delivered to the power station in order for mains electricity to be restored.

    Food

    Distribution of food assistance to the most vulnerable is erratic due to the security situation.

    Since 27 December, WFP (through implementing partners) has distributed only a fraction of the 1350 metric tonnes available and the food that is currently being distributed should have been distributed in the October- December cycle. UNRWA resumed its prior food distribution in seven distribution centres on 1 January which it had suspended on 18 December; distributions are continuing today.

    Water and Sanitation

    On 2 January, airstrikes in the Al Mughraga area damaged a main drinking water pipe, cutting off water supplies to 30,000 people in Nuseirat Camp. Beit Lahiya Sewage Lagoon: There is a particular emerging concern, that current military operations could damage the sand walls of the Beit Lahiya sewage lagoon causing a massive sewage overflow. In addition to agricultural areas, up to 15,000 people are directly at risk. Two years ago, five people were killed and 2,000 displaced when the lagoon overflowed.

    Shelter

    Several hundred people have sought shelter at locations provided by UNRWA. The Agency has 91 preidentified locations throughout the Gaza Strip, primarily schools, with a capacity for 40,000 persons, including non-refugee displaced if necessary.

    Crossings

    KEREM SHALOM: Closed today. A total of 75 truckloads including 42 for humanitarian aid agencies were allowed entry to Gaza through Kerem Shalom crossing yesterday, 2 January. These included 46 truckloads of food supplies (including 21 trucks for UNRWA), five medical supplies (MoH and WHO), 17 truckloads of animal feed, five power generators for ICRC, and two trucks of other items.

    RAFAH: Three truckloads of medical supplies (Qatari, Kuwait and Egyptian donation) were allowed entry to Gaza through Rafah crossing today. Five medical cases were allowed out.

    EREZ: Closed today. 226 foreign nationals (Russians, Ukrainians, Americans and Norwegians) were allowed out through Erez yesterday. International staff of Non-Governmental Organizations (NGOs) have been prevented from entering Gaza for the past two months, adversely affecting program management and assessments.

    Priority imports neded:

    Power plant and electrical transformers: Industrial fuel is needed to power the Gaza Power Plant, which has been shut down since 30 December. Replacement of ten transformers which were completely damaged is also urgently needed to restore electricity supply to 250,000 people in central and northern Gaza. All water, sanitation and other utilities, which provide basic services to the population, as well as hospitals and the general population are affected by the outages; some areas have now experienced power outages for up to 48 hours. Hospitals are increasingly reverting to generators to support intensive care and operating room functions.

    Wheat grain: Essential to provide flour for local bakeries and humanitarian food distribution to the population of Gaza. There are long lines at bakeries and bread rationing has been implemented by the Gaza authorities.

    Cash: Has still not entered the Gaza Strip and is urgently needed, including for the UNRWA cash distribution program to some 94,000 dependent beneficiaries, as well as its “cash for work” program.

    Den finns också en strategisk blindhet från Israels sida och vad som verkar vara en stark önskan från IDF att ’tvätta bort’ intrycket av förlusten i Libanon 2006. En del av psykologin verkar vara att man från Israels sida måste visa att man är störst och starkast i regionen. IDF machismos helt enkelt. Vilket väl i sig är ett tecken på svaghet. Israels militära överlägsenhet i regionen håller sakta på att minska vilket i säg inte innebär att Israel är hotat. Bara att Israel inte längre kan agera fritt militärt utan konsekvenser.

    Man kan undra vad är planen för attacken mot Gaza? Precis som i Libanon fick IDF slut på mål att bomba och nu skickas markstyrkor in. Ockupation? Knappast en permanent sådam.

    En cyniker hade undrat om planen är att krossa Hamas som militär och politisk organisation även om det krävs en tillfällig ockupation av Gaza för att sedan låta de USA tränade Fatah trupperna på västbanken ta över ’administrationen’ av Gaza. Abu Mazen var tid som palestinsk president går ut i år skulle väldigt gärna vilja sitta kvar misstänker jag. Frågan är vilken legitimitet palestinska styrkor som anländer med Israeliska stridsvagnar får?

    Den Israeliska regeringen har förstås fått fria händer att göra vad de nu gör från USA och hade jag gissat indirekt godkännande från de övriga staterna inom arabvärlden om vill se Hamas försvinna. Och som vanligt kommer väl EU och FN stå och titta på medan man protesterar att så där får man väl inte göra.

    Trots en veckas intensiva attacker mot Gaza har Israel inte lyckats att slå ut de avfyrningsramper som Hamas använder för att lobba raketer långt in i södra Israel. Under den senaste veckan har omkring 500 raketer avlossats.

    Enligt uttalanden från den israeliska armén i går kväll är meningen inte att återockupera Gaza fullständigt.

    – Syftet är att första Hamas terrorinfrastruktur i området där operationerna pågår, sade armétalesmannen major Avital Leibovitch till nyhetsbyrån AP.

    ”Alla som gömmer en terrorist eller vapen i sitt hus betraktas som en terrorist”, sades det i uttalandet. ”Vi upprepar att Gazas invånare inte är målet för operationen. De som använder civila, äldre, kvinnor och barn som ”mänskliga sköldar” är ansvariga för alla skador på den civila befolkningen”.

    Men åtminstone i det psykologiska spel som de stridande parterna spelat mot varandra är israeliskt pansar och infanteri just vad Hamas milismän har väntat på. ”Ett mörkt öde väntar er om ni om ni gör det korkade misstaget att inleda en markoffensiv”, sade Hamas politiske ledare Khaled Meshaal i fredags från Damaskus.

    I radiomeddelanden över gränsen direkt riktade till de israeliska soldaterna har Hamasmän uttryckt att Gaza otåligt väntar på dem. Hamas militanta gren ser hellre invasionssoldater inom skotthåll än flygplan högt uppe i skyn.

    – Gazas gator kommer inte att strös med blommor för er, de kommer att vara stenlagda med eld och helvete, sade en talesman för Hamas i går kväll, enligt israeliska medier.

    Den israeliska ledningen, å sin sida, har sagt att Hamas ska förbereda in sig på en lång offensiv. Israels försvarsminister Ehud Barak varnade i ett uttalande Hizbollah för att öppna en front mot Israel från södra Libanon.

    Och mitt emellan de stridande: den redan hårt prövade civilbefolkningen i den smala kustremsan. Under beskjutningen av Gaza igår förmiddag dödades minst 16 människor när en moské i Jabaliyya träffades. 200 bedjande befann sig i moskén under en bönestund när den besköts. T

    witnesses said. Computers, documents, cash and furniture were seized.

    Sanningen är den att trots ivriga försök från Israel tillsammans med diverse säkerhetstjänster inklusive Säpo att koppla de olika att stiftelserna till terrordåd har det inte lyckats. Och varför skulle Hamas vara så korkat att de öppet samlade in pengar som gick till terrordåd. Nu för tiden får de också de pengar de behöver för att köpa in riktiga vapen och skicka ut kandidater på militärträning.

    Självklart är vad som hände i Sverige också en del i Israels försök att krossa Hamas politiskt. Det var just tack vare förmågan att bidra med nödvändig civil infrastruktur som Hamas steg fram som en stark politisk organisation. Man kan ju dock undra varför ingen angriper Hamas sponsorer bland Gulf staterna t.ex?

    Israel för även ett direkt krig mot     Hamas inflytande i västbanken genom att angripa hamas civila infrastruktur.

    IDF to Step Up Campaign Against Hamas in West Bank – Amos Harel

    Israel’s legal authorities have approved Israel Defense Forces’ plans
    to target Hamas’ civilian infrastructure. After receiving permission to
    seize property that provides Hamas-affiliated associations with income,
    even if they are not directly linked to terrorism, the IDF has shut
    down a mall in Hebron, confiscated buses and prohibited the opening of
    a new school in Hebron due to ties with Hamas-linked Islamic
    associations. Offices and storehouses have also been shut down.     The IDF
    argues that closing Hamas-affiliated institutions cuts off a crucial
    source of funding earmarked for terror activities. The move is also a
    bid to stem Hamas’ rising popularity and keep it from wresting control
    from the Palestinian Authority.

    A senior IDF
    officer said of Hamas, ”They have knowledge, funds and skilled people,
    much more so than Fatah….They won the elections in many towns and
    local authorities [in the West Bank], and they are gradually gaining
    control of more education, health, welfare and religious institutions.”
    ”We’re talking about strengthening the moderate elements that is, the
    Palestinian Authority, but actually the PA has little control over the
    area. Hamas has taken over all the associations – not just blatantly
    Islamic bodies, but also those that used to be under PA control. The
    Palestinian public prefers Hamas, because they are less corrupt and

    Det är förstås en egentligen meningslös taktik. Israel har de senast 15åren
    försökt krossa hamas och misslyckats. Organisationen är i diag starkare
    en någonsin. Med dess rötter i brödraskapet finns ett politiskt nätverk
    som sträcker sig över hela mellanöstern. Det också MB som skulle vinna
    val i både Egypten och Jordanien om demokrati infördes där någon gång.

    Att kalla Hamas liksom     Hezballah eller en gång i tiden Fatah för terroristorganisationer är helt fel beskrivningar på vad som egentligen är en statslös stat. Alla delar finns med från militär till civil infrastruktur. Precis som PLO i Libanon en gång, driver Hamas dussintals kommersiella verksamheter och bygger all möjlig civilinfrastruktur.

    Det är också Israels eget fel att den enda part som finns kvar att prata med på den palestinska sidan är Hamas. Det hör ju till ironierna i mellanöstern att en IDF officer bedömer Hamas som den enda organisation om palestinerna respekterar. Men så känner IDF och hela den Israeliska säkerhetsapparaten Hamas väldigt bra.

    Förövrigt finns det ju en stor grupp inom det Israeliska säkerhetsetablissemanget likt Ephraim Halevy som förespråkade förhandlingar med Hamas baserad på rationell pragmatism. Vilket förstås inte gick hem hos den höger inriktade nationalistdelen som styr. Eller de korrumperade politiker som leder Israeliska partier idag.

    Min mistanke är att mellanöstern står inför ett     strategiskt paradigm skifte med en amerikansk kollaps i mellan östern och med den även en kollaps för amerikansk klienter som Egypten och Jordanien. Långsiktigt kan det innebära att Israel inom en snar framtid står inför en kompakt mur av starkt fientliga stater med några miljoner desperata palestier på västbanken, gaza och inte minst i Israel självt redo att börja gerilla krig.

    Ingen ockupant har heller för alltid hållit en befolkning fängslad och kontrollerad. Om man inte väljer metoder som etniskt rensning finns det bara politisk lösningar. Annars kommer det bara nya generationer redo slå tillbaka än hårdare. Vill Israel överleva måste det vara som en del av mellanöstern. Det går inte att lita på den sionistiska superkrigaren ska lösa alla problem.



    gudmundson: Israel slår mot Al Aqsa Spannmål i Malmö

    Israels försvarsminister Ehud Barak utfärdade nyligen en order som förbjuder den svenska stiftelsen Al Aqsa spannmål
    i Malmö (och deras internationella syskonverksamheter) att verka
    inom Israels gränser. Israel anser på goda grunder att Al
    Aqsa spannmål är en insamlingsorganisation för Hamas.
    Det är den bredaste åtgärden mot Hamas finansiärer
    hittills, skriver israelisk press.

    Defense
    Minister Ehud Barak recently signed an order declaring 36 funds around
    the world, members of the ”Union of Good” organization, to be banned
    associations in Israel since they are part of Hamas’s fundraising
    network, and both support and assist it.

    This order, the
    broadest and most comprehensive ever issued in Israel, joins a series
    of previous declarations against overseas charity organizations that
    belong to the ”Union of Good” and Hamas, including Interpal in the UK,
    branches of the Al Aqsa Foundation in Europe, the Holy Land Foundation
    in the US, the World Assembly of Muslim Youth (WAMY) in Saudi Arabia,
    and additional foundations in Turkey, Qatar, South Africa, Austria,
    Jordan, France, the Netherlands, Italy, Denmark, Sweden and other countries.

  • Peres – Ingen chans till fred med Abbas

    Att Shimon Peres nu öppet säger vad de flesta bedömare redan kommit fram till för några år sedan är värt att notera. Abu Mazen talar inte för palestinierna och förhandlingar med Fatah är meningslösa.

    Just förhandlingar med Abu Mazen har Bush administrationen och europeiska regeringar fört fram som lösningen för fred iI mellanöstern.

    At the end of the meal an argument erupted between the Jordanian envoy, Ali Ayed, and a well-known ”dovish” attorney, who said Israel had no chance of reaching an agreement with the Palestinian Authority under Mahmoud Abbas’ leadership. Barak supported his guest’s hawkish stance.

    At a certain point, Peres intervened, surprising the participants by joining the attorney’s prediction. ”It would be very hard to reach an agreement,” Peres said, due to the Hamas-Fatah split.

    He said Abbas had no support among his people, no power to carry out security agreements and that any agreement Israel and the PA made crumbled a day later due to the PA’s weakness. Therefore there is no chance of agreement, he summed.

  • Förbereder Israel en andra Nabka?

    Att ’flytta’ civilbefolkningen från stora delar av Gaza verkar i mina ögon misstänkt likt en etnisk rensning. Var det detta Matan Vilnai vice försvarsminister antydde när han använde ordet shoa, katastrof eller förintelsens?

    Storskaliga militära strider är i stort sett omöjliga i Gaza utan massiva civila dödsoffer. Det går inte att skjuta med artilleri in i städer fyllda med över 1 miljon människor utan att mestadels döda civila. Vilket alla stadsgerilla armer mycket väl vet. Speciellt inte när området i fråga hör till en av de mest mediabevakade platserna i världen.

    Jag tror IDF har insett att de inte kan vinna militärt över Hamas utan att skilja dem från befolkningen. Något som skulle innebära brott både mot mänskliga rättigheter och folkrätt. Förutom det omöjliga i var en miljon människor skulle ta vägen vid en ’evakuering’ från Gaza. Hamas ledningen vet att det räcker för dem att överleva och hålla ut för att vinna. Hamas får nu en roll liknande Hizballah i Libanon. En symbol för kampen mot Israel till skillnad från det Fatah som sålt ut till Israel. Det är viss svart ironi att återigen stärker Israel genom sin arrogans en organisation de vill krossa. Hizballah hade inte funnits utan den Israeliska ockupationen och koloniseringen av södra Libanon. Jag undrar om inte Israel hade tjänat mer på att acceptera Hamas fredsförslag när möjligheten fanns.

    Frågan nu är vad resten av världen kommer att göra.

    Barak seeks legal okay to move Gazan civilians from homes – Haaretz – Israel News

    Legal experts in the government say it is difficult to decide whether Israel can move Palestinian civilians from areas in the northern Gaza Strip where rockets are fired against Israel. They say international law is based on precedents, and in Israel’s case the matter is in many ways unprecedented.Defense Minister Ehud Barak had requested legal advice from Attorney General Menachem Mazuz and the military advocate general on the possibility of moving Palestinian civilians from the rocket-launching areas.

    The idea would be to give the Israel Defense Forces greater room to maneuver and target rocket crews without endangering civilians.

    Deputy Attorney General Shai Nitzan said the main
    principles on whose basis Israel’s actions would be measured are
    proportionality and precision.

    He said it is impossible to undertake an operation in which Israel
    will inform the Gaza population that every area from which rockets are
    fired will be hit by artillery.

    ”This is not proportional,” Nitzan said. ”It is possible to fire at
    the sources of fire, but specific areas need to be defined and efforts
    must be made to distinguish between fighters and civilians.”

    Deputy Defense Minister Matan Vilnai suggested declaring areas in
    the Gaza Strip ”combat zones,” and inquired whether it is possible to
    warn the residents there that they are in danger and recommend that
    they leave.

    Vilnai also said this could be done through flyers or announcements in the media.

    The legal experts were requested to prepare an opinion on a
    ”gradual evacuation of the population” in Gaza from areas of fighting    .

  • USAs roll i Gaza

    Det finns en myt i den svenska debatten kring Israel-Palestina, om att konflikten enbart skulle vara mellan Palestiner och Israeler. En tredje part är den amerikanska regeringen under både Bush och Clinton administrationerna.

    Vanity Fair artikel här beskriver USAs roll i de     palestinska territorierna och inte minst Georg Bush misslyckade politiska manövrar att första kräva ett palestinskt val och sedan underkänna resultatet. Och sovjetexperten Condi Rices inkompetens på allt som har med mellanöstern att göra. Efter det ’misslyckade’ valresultatet 2006 valde sedan USA, Israel och ett alltid lydigt Europa att isolera segraren Hamas. För att sedan organisera ett kuppförsök av Fatah under Abbas och Dahlan. Det USA finansierade kuppförsöket är förstås inkompetent organiserat och leder till Hamas övertagande av Gaza.  Att USA medvetet provocerar fram ett palestinskt inbördeskrig för att krossa Hamas och detta får effekten att Hamas stärks hör till de svarta ironierna i historien. Att kuppförsöket lade grunden till dagens situation i Gaza och den ännu mer destabiliserade regionen borde få några realister att undra det inte hade varit bättre att leva med Hamas som en faktor i regionen.

    Vanity Fair has obtained confidential documents, since corroborated by sources in the U.S. and Palestine, which lay bare a covert initiative, approved by Bush and implemented by Secretary of State Condoleezza Rice and Deputy National Security Adviser Elliott Abrams, to provoke a Palestinian civil war. The plan was for forces led by Dahlan, and armed with new weapons supplied at America’s behest, to give Fatah the muscle it needed to remove the democratically elected Hamas-led government from power. (The State Department declined to comment.)

    But the secret plan backfired, resulting in a further setback for American foreign policy under Bush. Instead of driving its enemies out of power, the U.S.-backed Fatah fighters inadvertently provoked Hamas to seize total control of Gaza.

Det har aldrig varit tal om en riktig oberoende palestinskt stat. Istället handlar det om Bantustans eller hemländer efter syd-afrikansk modell. Styrda med järnhand av en USA och Israel kontrollerad hemlig polis.

    En hemlig polis som regelbundet torterar folk. Historien nedan är heller inte unik. Samma säkerhetspolis och tortyr av politiska motståndare finns i alla de ’moderata’ arabländer som stöds av väst. Med Egypten och Jordanien som det ’bästa’ exemplen.

    On January 26, 2007, abu Dan, a student at the Islamic University of Gaza, had gone to a local cemetery with his father and five others to erect a headstone for his grandmother. When they arrived, however, they found themselves surrounded by 30 armed men from Hamas’s rival, Fatah, the party of Palestinian president Mahmoud Abbas. “They took us to a house in north Gaza,” abu Dan says. “They covered our eyes and took us to a room on the sixth floor.”

    The video reveals a bare room with white walls and a black-and-white tiled floor, where abu Dan’s father is forced to sit and listen to his son’s shrieks of pain. Afterward, abu Dan says, he and two of the others were driven to a market square. “They told us they were going to kill us. They made us sit on the ground.” He rolls up the legs of his trousers to display the circular scars that are evidence of what happened next: “They shot our knees and feet—five bullets each. I spent four months in a wheelchair.”

    Abu Dan had no way of knowing it, but his tormentors had a secret ally: the administration of President George W. Bush.

    A clue comes toward the end of the video, which was found in a Fatah security building by Hamas fighters last June. Still bound and blindfolded, the prisoners are made to echo a rhythmic chant yelled by one of their captors: “By blood, by soul, we sacrifice ourselves for Muhammad Dahlan! Long live Muhammad Dahlan!”

    Troligen är det amerikanarna som kontrollerar Dahlan med tanke på hur nära kontakterna varit. Att CIA hade en direkt närvaro på västbanken och Gaza efter order från President Clinton och var den organisation som hjälpte till att bygga upp och organisera Arafats styrkor är välkänt. Dahlan har mött både Presidenterna Clinton och Bush där Geroge Bush var den som förövrigt förklarade att Dahlan var ’our guy’ efter att ha titta honom djupt i ögonen precis som Putin. Det var USAs man Dahlan som organiserade tortyr scener som den nedan.

    They forced me to accompany them to the home of Aman abu Jidyan,” a Fatah leader close to Dahlan. (Abu Jidyan would be killed in the June uprising.)

    The first phase of torture was straightforward enough, al-Jasser says: he was stripped naked, bound, blindfolded, and beaten with wooden poles and plastic pipes. “They put a piece of cloth in my mouth to stop me screaming.” His interrogators forced him to answer contradictory accusations: one minute they said that he had collaborated with Israel, the next that he had fired Qassam rockets against it.

    But the worst was yet to come. “They brought an iron bar,” al-Jasser says, his voice suddenly hesitant. We are speaking inside his home in Gaza, which is experiencing one of its frequent power outages. He points to the propane-gas lamp that lights the room. “They put the bar in the flame of a lamp like this. When it was red, they took the covering off my eyes. Then they pressed it against my skin. That was the last thing I remember.”

    In 2001, President Bush famously said that he had looked Russian president Vladimir Putin in the eye, gotten “a sense of his soul,” and found him to be “trustworthy.” According to three U.S. officials, Bush made a similar judgment about Dahlan when they first met, in 2003. All three officials recall hearing Bush say, “He’s our guy.”

    They say this assessment was echoed by other key figures in the administration, including Rice and Assistant Secretary David Welch, the man in charge of Middle East policy at the State Department. “David Welch didn’t fundamentally care about Fatah,” one of his colleagues says. “He cared about results, and [he supported] whatever son of a bitch you had to support. Dahlan was the son of a bitch we happened to know best. He was a can-do kind of person. Dahlan was our guy.”

    Avi Dichter, Israel’s internal-security minister and the former head of its Shin Bet security service, was taken aback when he heard senior American officials refer to Dahlan as “our guy.” “I thought to myself, The president of the United States is making a strange judgment here,” says Dichter.

    “Everyone was against the elections,” Dahlan says. Everyone except Bush. “Bush decided, ‘I need an election. I want elections in the Palestinian Authority.’ Everyone is following him in the American administration, and everyone is nagging Abbas, telling him, ‘The president wants elections.’ Fine. For what purpose?”

    The elections went forward as scheduled. On January 25, Hamas won 56 percent of the seats in the Legislative Council.

    Few inside the U.S. administration had predicted the result, and there was no contingency plan to deal with it. “I’ve asked why nobody saw it coming,” Condoleezza Rice told reporters. “I don’t know anyone who wasn’t caught off guard by Hamas’s strong showing.”

    “Everyone blamed everyone else,” says an official with the Department of Defense. “We sat there in the Pentagon and said, ‘Who the fuck recommended this?’ ”

    In public, Rice tried to look on the bright side of the Hamas victory. “Unpredictability,” she said, is “the nature of big historic change.” Even as she spoke, however, the Bush administration was rapidly revising its attitude toward Palestinian democracy.

    Some analysts argued that Hamas had a substantial moderate wing that could be strengthened if America coaxed it into the peace process. Notable Israelis—such as Ephraim Halevy, the former head of the Mossad intelligence agency—shared this view. But if America paused to consider giving Hamas the benefit of the doubt, the moment was “milliseconds long,” says a senior State Department official. “The administration spoke with one voice: ‘We have to squeeze these guys.’ With Hamas’s election victory, the freedom agenda was dead.”

    The first step, taken by the Middle East diplomatic “Quartet”—the U.S., the European Union, Russia, and the United Nations—was to demand that the new Hamas government renounce violence, recognize Israel’s right to exist, and accept the terms of all previous agreements. When Hamas refused, the Quartet shut off the faucet of aid to the Palestinian Authority, depriving it of the means to pay salaries and meet its annual budget of roughly $2 billion.

    Washington reacted with dismay when Abbas began holding talks with Hamas in the hope of establishing a “unity government.” On October 4, 2006, Rice traveled to Ramallah to see Abbas. They met at the Muqata, the new presidential headquarters that rose from the ruins of Arafat’s compound, which Israel had destroyed in 2002.

    America’s leverage in Palestinian affairs was much stronger than it had been in Arafat’s time. Abbas had never had a strong, independent base, and he desperately needed to restore the flow of foreign aid—and, with it, his power of patronage. He also knew that he could not stand up to Hamas without Washington’s help.

    At their joint press conference, Rice smiled as she expressed her nation’s “great admiration” for Abbas’s leadership. Behind closed doors, however, Rice’s tone was sharper, say officials who witnessed their meeting. Isolating Hamas just wasn’t working, she reportedly told Abbas, and America expected him to dissolve the Haniyeh government as soon as possible and hold fresh elections.

    Abbas, one official says, agreed to take action within two weeks. It happened to be Ramadan, the month when Muslims fast during daylight hours. With dusk approaching, Abbas asked Rice to join him for iftar—a snack to break the fast.

    Afterward, according to the official, Rice underlined her position: “So we’re agreed? You’ll dissolve the government within two weeks?”

    “Maybe not two weeks. Give me a month. Let’s wait until after the Eid,” he said, referring to the three-day celebration that marks the end of Ramadan. (Abbas’s spokesman said via e-mail: “According to our records, this is incorrect.”)

    Rice got into her armored S.U.V., where, the official claims, she told an American colleague, “That damned iftar has cost us another two weeks of Hamas government.”
